I guess I see it differently. This isn't Fluffy or Rex. To someone, it's their livestock. #A24, or #43L. Like cows or pigs. Just a heck of a lot more pretty and graceful, and suitable, eventually, to be pet material.
Would this even be an issue if it was opossum racing? Would we pass a law to outlaw all accountants because some of them screw up the books?
Just something to think about.

I think you made your mind up and are looking for reasons to not change it, and I'm not sure why that would be.
If you just think the system is okay, then say that, stop putting a gloss on it. You can overlook the disposeability problem if you'd like.
People do not treat racing dogs as valuable livestock. Plain and simple.
There won't be a massive jobs loss from closing the tracks either.
So why keep the practice running at all? Why is it an issue to get rid of something that isn't working anyway? Particularly when that system leads to abuse?
How is it hypocritical to support subsidy for one group, but not another? When did choice become hypocrisy? We are allowed to be for one thing and against something similar. E.G. you can be for horse racing and against dog racing without being a hypocrite.

As we migrate from small local farms to huge factory production of foodstuff, the local farms that remain are constantly under threat. They do not have the economy of scale that is required to be competitive in the market.
It's in the best interests of the government to supplement them in some way. The more you concentrate your growing/production, the more risk you add to something contaminating the entire lot. (see Tomato Plague OMGWTF I WANT A BLT DAMMIT for reference)
It comes down to a balance between cost reduction and risk.
